Introduction Of New Diabetes Driving Rules

New driving amendments are being introduced that specifically focus on individuals with diabetes. These new regulations from the Driving and Vehicle Licensing Agency (DVLA) follow an earlier ruling from a European Commission, (EC) directive.

Last month, a ministerial announcement was issued which prioritized new rules put in place for diabetic drivers. It specified that those individuals who use insulin as a treatment method for their condition will be eligible to apply for a Group 2 category driver's license, as long as certain requirements are satisfied.

There are two requirements to complete before they can be considered for one of these positions. First, they will have to meet specific criteria, and second, they will be required to undergo an annual independent medical evaluation.

The director of care and advocacy for the charity known as Diabetes UK, Simon O'Neill, commented on the new regulations.


“Individual medical assessment is the only fair and rational way to judge a person's fitness to drive,” said O'Neill. “Diabetes UK believes that all people with diabetes have the right to drive if they can prove their medical fitness.”

In addition to meeting the proposed criteria and passing a medical examination, the individuals will also be responsible for showing that their diabetes is being properly managed with the help of a blood glucose meter. The meter will have to include a memory function where glucose levels can be recorded for a minimum of a three month period in order to qualify for the chance at applying.

Those involved in the regulation chances feel that they will also have a direct impact on how diabetic individuals are assessed when they apply for a class 1 license. Vehicles included in this category are cars and motorbikes.


Diabetes UK is working towards scheduling a meeting with transport minister Mike Penning, to discuss the new regulations.
