Heat oil in saucepan. Cook onion, pepper, celery, carrots, and garlic andcook until lightly browned, adding water if necessary to prevent drying. Inblender, combine cottage cheese, tomatoes, water and spices. Blend untilsmooth and add to vegetables. Stir in rice, cook, stirring until heatedthrough.
